My dough didn’t rise and it wasn’t bubbly, I’m not sure what I did wrong. I used the same starter for pizza dough and it was perfect. Any ideas?

Pizza dough does not need to rise as much so it could still be a starter issue. Make sure it is active and you give it long enough to fully rise (depends a lot on temperature and moisture).

The ingredients call for honey but the instructions say sugar. Are the honey and sugar interchangeable?

You can use either (I use honey and sugar interchangeably in most recipes) however you need about half the honey that you would sugar.
